Energy Saving, Emission Decrease Expected in China This Year
At a conference for the “Development report on energy
conservation and emission reduction,” held Dec. 24, 2012, Wang Xiaokang, editor-in-chief and president of the China Industrial Energy Conservation and Clean Production Associa- tion claimed the primary objective of energy conservation and emission reduction is expected to be accomplished. However, it has yet to achieve a substantive result, largely due to this year’s economic slowdown. Te report states China is fraught with complicated dif- ficulties in the course of promoting energy conservation and emission reduction. Structural factors reportedly constitute the most essential concerns. In the past few years, industry, energy and area structure have not been changed noticeably, but they are viewed as having tended to become worse. Editorial board member Yan Changle considers that because
those three structures cannot be improved in the short term, the optimization of the internal industry structure can be real- ized through: eliminating backward productivity and boosting industry upgrades, accelerating the development of strategic new emerging industry, endeavoring to enlarge the scale of new energy and renewable energy, making use of conventional energy in a clean and efficient manner (including developing nuclear power and hydropower), and accelerating the exploitation of clean energy such as shale gas. Changle said energy conservation and emission reduction is
being carried out and navigated by all tiers of the government, while in the years to come, market regulation should be held responsible for this. Changle stated the government should exert more influence to constrain the rapid growth of industries with high energy consumption and waste emission, and to prohibit severely polluted industries from expanding into the midwest region. Te government is expected to take the initiative to create a favorable market atmosphere from direct subsidy to indirect support through policy, by means of which enterprises with high energy conservation and low emission reduction would benefit, more enterprises would actively participate and the industry would secure more sound development.
